If they're spending it to make infrastructure improvements, as has been suggested, then I have no issues.
If on the other hand we're already spending more than we have coming in on operating costs then the future looks a lot less rosy.

I don't think anything.It's all what ifs but why would you think it's to cover losses with an income of up to £130m? That's over £100m extra costs from 2018.
