I'm sure there is a budget for summer, some of which has already been spent and I agree that summer is the best time to buy BUT you must have sufficient funds left to enable material alterations in January in case of need.
I never heard Kevin McCabe say "that's it, we're done for summer"
In my ears he was saying "we know what we want this summer and there will be more in January if we need it"
I honestly can't see why anyone is getting wound up about his January comments.

I'd hardly put the fact that most other clubs were happy with the quality of their squads that January as something to really be proud of, particularly given the cash we shelled out the following summer. I am not saying that McCabe hasn't invested over the years, but the suggestion that Warnock was backed to bring in quality that January (in transfer fees and, crucially, wages) isn't right. We wouldn't go higher than £6m for Nugent when Preston rejected the bid, just like we gave up on Jerome the previous year and had to go with the lesser Akinbiyi/Horse signings. Preston's resolve for a better deal was so strong that Nugent went to Portsmouth 6 months later for...£6m.
McCabe's mantra of "hey, when the Premier League comes calling..." seemed to be in full effect in the years preceding and following our year in the Premier League, though never fully taken advantage of when we were there. A huge missed opportunity, given the purse strings were thrown open once we dropped down a league. Too late sadly.

It was purchased from an investment company based in the British Virgin Islands (so that's where they all are) who bought it off Leeds United under a sale and leaseback agreement to release cash to invest in the football club so that they could push for Premier League status.
