From the placement of the numbers opposed to player initials it looks like the chief targets for Jan are GK, and replacements/very strong competition for Bash and Norwood.

That's my reading of it, too. Are Henderson's initials even on there?

It looks like a first-choice GK, a first-choice RCB (with Bash as cover), a first-choice defensive mid (Norwood as cover), cover for JOC, cover for Lunny, cover for Baldock.

That's exactly how i read it. The circles are ABOVE Basham and Norwood but below Balcock and JOC.

Also the circles are numbered with the GK numbered 1 - HIGHEST PRIORITY. This suggests they know Hendo can't be signed.

Worrying part for me is no circles upfront.
 
I’m assuming this is targets for next summer. From the board it looks like these would be:
1) first choice keeper
2) competition for Baldock
3) competition for JOC
4) first choice CM
5) competition for Lundstram

From the board it’s not clear what the situation is with Basham but looks like we might also be in for a new first choice RCB.

It would help to know whether this chart is about the January transfer window or about the summer. Or both?

No but there is a line from Lunstram's understudy to David McGolrdick which may suggest they want a play capable of playing the dual role.

They're there in the RCB spot, but below a dot that seems to indicate a new first-choice player. Suggesting "CB" is seen as cover.

I don't think it's January targets; it's the beginning of planning for next summer hence the target sheet at the bottom of the image having "20/21" on it.

The target areas make complete sense though:
GK - Henderson will go back, Moore isn't good enough and Verrips is unproven (doubt Eastwood will make it; Dewhurst will go out on loan)
RWB - Freeman isn't good enough
RCB - Basham is a great servant but he's the weak link in the back three. He'll also be 32 at the start of next season: I know he's one of the fittest at the club in terms of running but at some point his stats will decline
LCB - we don't have cover for JOC. Bryan hasn't progressed as would have been hoped
CM - we don't really have cover for Norwood and the next step would be someone with better physical attributes in that role
RCM - Morrison gamble hasn't paid off
