It's similar to the Clarke situation in that the bidding club is offering low and making its chase public in an attempt to force the player's current club to accept their bid. There are two fundamental differences: we're not skint (Bury are) and Birmingham have not got close to our valuation of Adams (we did with Clarke).
It's pretty similar to buying a car. If it's badged at £30,000 you'd be mad to pay that but the dealer's not going to accept £15,000 plus a promise of £4,000 at some point in the future if you get 100,000 miles out of it without it breaking down.
