I know this is pie in the sky but personally, I’d say that the focus needs to move on the tacit acceptance of the behaviour of the bell-ends rather than the Plod or town centres that have to try and ensure security for everyone.
This board is full of complaints about SYPD and steel walls etc but no recognition of even just the low-level stuff that means those steps are sometimes necessary.
Shouting and swearing and being generally tanked up and lairy might all be part of the match experience but even that gives Plod the excuse to do what they do.
We might never live in a society where there’s no trouble at football, but if we want to stop police/council interference in us going about our business then the underlying cause of it needs stamping out.

1) Tell a load of bloody-minded football fans they can't come.
2) Indignant fans arrange trips to a shithole they would have otherwise avoided.

However, the real outrageous actual actions were from the Hens. I saw women squatting in doorways, discarded male blow up dolls, Lycra mini skirts that if not sprayed on were riding up high, a liberal leaving of chocolate ‘shaped items’ on pub tables, regular renditions of ‘Its raining men’ or ‘I will survive’, high heels wobbling under the weight of the owner or the cobbles beneath, suggestive comments that would make a trooper blush and more baps on display than in Cooplands.

It is a good job other councils weren’t so prissy in years gone by, then I wouldn’t had the exciting opportunity of getting drunk in places I’d never even heard of before like Shepshed, Ripley and Hebden Bridge.......

It's hard to tell (without knowing you or having tone of voice or facial expression to go on) in your original post where you switch from wanting your words to mean what that say, to where you are using them ironically to mean the opposite of what they say. It is always appreciated when intentions are made clear (unless ambiguity is the aim).Sarcasm.
