If there are 11,000 season tickets for say 16 home games then logic suggests they will be put on sale based on loyalty points order. Not everyone eligible will purchase them. Some because they are concerned about their health. Others because of their health, those who don't want to sit in a ground only 1/3rd full and those who are unhappy that they're not getting a full 19 home games. Then there will be those who will not go because they are not in their own seat or in some cases the same stand. In short there are likely to be more available than some are suggesting.
If this happens the Clubs time and resources will be devoted to implementing Covid 19 safety rules to get grounds ready for fans returning. One of the biggest challenges is likely to be allocating the seats that will be used and cordoning off those that won't. It seems highly unlikely they will add to their burden by developing convoluted systems to organise ballots of tickets or part season tickets to enable more than 11k fans to see some form of football during the season.
The Club are losing revenue so going with tried and tested methods on ticketing to get money in asap and minimising the volume of queries/ complaints would seem to be the most sensible approach.
