Dunno if Randox have done anything illegal. They've paid a chunk of money to a Tory ex minister, presumably to gain some benefit. That, in itself, may not be illegal - it depends on how the ex minister goes about gaining that benefit - but in this case the minister broke all the rules (which may different to breaking laws).

Randox may be iffy, the ex minister defo was.
