That's the rulebook which VAR checked for. However the grey area is if the referee doesn't technically touch it but still interferes in play, which this seems to fall under.

I recall about 22 years ago v Bradford city at the Lane.
City clearance hit the dozy clown in the back, it rebounded to Gareth Taylor who scored.
