I don't see how paying for something changes the fact that the tests are otherwise in short supply? If the clubs were not paying for them, the supply would be available for those who require a test, having shown symptoms, or working in an environment, such as a hospital, where you're at a high risk.
If you have an issue with that then you have an issue with football being played at all. That's not an issue with footballers self isolating when returning from abroad.

Maybe it's an issue with both?

As much as I love football, it should not take the precedent above people who are actually doing a valid service. If there's plentiful supply of tests once those who are at high-risk have been able to have them, then that's ok. But as you allude to in your previous post, the financial aspect of course takes precedent.

Let's face it, football has rubbish since it returned and I'm not just talking about United.

I agree, football is pathetic at the minute. Stopping it due to testing isn't a big enough reason to put hundreds of clubs and thousands of players at risk though, in my opinion. So this is where we're at, football can pay for testing and avoid all the restrictions, to guarantee it's own survival.
