I think they can play against their parent club in the Cup, but would they want to? UTB.
 
They will both be able to play. Season long loans don't count as temporary loans in the FA cup rules.
 
There's been a few players who have played against their own club in the Champions League over the years.

If we draw Man City (unless it's an FA rule) i'd be very surprised if they don't allow two of their u23's to play against them. Pep sent them here for experience and to show what they can do on the big stages & how they handle it. We're giving them that opportunity, one which doesn't come around very often, and as much as I love dem Blades, I really don't think that Man City would see Doyle & McAtee as being the difference between a City win & loss.

Or he's referring to the bit about loan players not playing against parent clubs which everyone has heard about, without necessarily knowing that it's down to parent clubs discretion in a cup competition?

Can I ask where you got that from?

The version I found is different:

"(iv) The Association will not give permission for players on loan or work experience to play against the lending Club."
 
You don't know, it's a cup game and not the league, but if I was a gambling man I'm saying pep won't let them play..
