Adkins isn't an ex ref so he isn't on the panel for these type of incidents, it's only ex refs.

Adkins is on the panel that decides whether precious fannies have conned a ref by diving to get penalties or a player sent off etc. If Norwich's antics had been referred he'd have had enough work to last until Christmas.

I think that's right. For me it was always a second booking that Coutts missed out on, not a straight red. If they only rule on red card offences then we appear to have been quite fortunate – we've got away with a likely second yellow and one match ban, and the FA are powerless to do anything about it. Happy days!
