Think you only become ruled out once you have a senior cap. So U21s should be fine and still allow him to play for England.
 
He was originally in the Welsh youth set up until pinched by England a few years back wasn't he? I think it is possible to switch between different team you qualify for at the youth level, it's only once you've played for the full team that you can't switch.

He played for England Schoolboys under the name Ryan Wilson. (He wasn't a ringer, it was his step dad's name, I think).
 
Smart move in my opinion. Won't be a popular opinion but I think he is highly unlikely to ever reach England quality and therefore has more chance of playing international football with Wales.

I think with us being in L1 for so many years we have forgotten what true England quality looks like. Brooks has potential to be a very tidy player, but when you recognise that Dele Alli is only a few months older than him, it might make you realise how far away Brooks is, in real terms.

In his position alone, there are plenty of players under 25 that are way ahead of him (Redmond, Rashford, Murphy, Ali, Oxlaid-Chaimberlain) and really there quite a few more, I think it makes perfect sense from his point of view.
 
He can switch until he reaches the senior squad, he's doing the right thing ina footballing sense because it's U21 experience at international level that he wouldn't get for England just yet.

Sentimentally his mums side of his family are from Wales and so he'd naturally want to do it for them.

He can see how his career goes before making a final decision l, makes sense to me.

That makes sense, I thought U21 was the level that defines your allegiance to which country! Thanks
 

Sounds like he has spoken to his mum and family and decided to go with his Welsh ancestry which is fair enough.
 
The Welsh fans will chant for individual players , England fans would never do that , they just want to bang a big stupid big drum . Brooks would have a lot more fun with Wales hopefully a big fish in a little pond and all that . Just listen to the Ched chants when he plays for Wales again .

Looking on the FIFA website there is actually no age limit if my understanding is correct (not always guaranteed!) if a player wishes to change association:

Change of association (art. 18 of the Regulations Governing the Application of the FIFA Statutes)
58% of the Congress members approved an amendment to the current article. So far, players eligible to change associations in order to play for another national team could only do so until their 21st birthday. The Congress has now decided to lift this age limit, but has maintained all the other provisions of art. 18.

It doesn't say what the age has been lifted to. My assumption is that if the limit had been removed completely, it would say so and we'd have heard more about it. I've also read that the USA are trying to get CCV to play a senior game for them so England can't have him so the implication is there is still a limit. I'd guess the lifting of the limit is to account for player who are still eligible for the u21s but are older than 21.

It's a good sign that he's staying with us. It's very rare that one of our players is chosen to represent England.

If that's the case he may be thinking that he'll get international honors elsewhere.
 
Personally I don't quite understand it as i'm English, feel English, so I couldn't represent Wales even if I had a choice, my heart just wouldn't be in it.
I suppose it's slightly different if your parents both have different nationalities, but seeing as he's now going to have played for both, it all just feels a bit half hearted.

If a Player has more than one nationality, or if a Player acquires a new nationality, or if a Player is eligible to play for several representative teams due to nationality, he may, only once, request to change the Association for which he is eligible to play international matches to the Association of another country of which he holds nationality, subject to the following conditions:

(a) He has not played a match (either in full or in part) in an official competition at “A” international level for his current Association, and at the time of his first full or partial appearance in an international match in an official competition for his
current Association, he already had the nationality of the representative team for which he wishes to play.

(b) He is not permitted to play for his new Association in any competition in which he has already played for his previous Association.
2. If a Player who has been fielded by his Association in an international match in accordance with art.15 par. 2 permanently loses the nationality of that country without his consent or against his will due to a decision by a government

authority, he may request permission to play for another Association whose nationality he already has or has acquired. 3. Any Player who has the right to change Associations in accordance with par. 1 and 2 above shall submit a written, substantiated request to the FIFA general secretariat. The Players’ Status Committee shall decide on the request.
The procedure will be in accordance with the Rules Governing the Procedures of the Players’ Status Committee and the Dispute Resolution Chamber. Once the Player has filed his request, he is not eligible to play for any representative

team until his request has been processed.

If Carruthers got called up for Morocco, I'd have no objection if he wants to honour his mother's side of the family.

Same with Brooks, though I don't think he's committed his international future yet.
