If we are serious then the OP has a great point.
We have to be professional with a carefully considered actual manifesto
Otherwise we just come across as an emotional amateur rabble.
But I'm not sure what we'd have on the manifesto. Some people say we should never have appointed Robson but that it the past. We need solutions for the here and now to effect the short term future.
Just imagine the scene.
Protestors: We are protesting about our current position.
Board: We're not happy about our position either but what do you suggest. We are listening.
Protestors: well we need to show ambition and bring in a top level manager.
Board: We've only just done that. Adkins is the highest paid manager in the league. He had offers in the Champiosnhip and it was a coup and a sign of ambition that we persuaded him to drop into league 1.
Protestors: yeh but we need better players.
Board: we've backed the manager and spent substantial sums on quality players from the divisions above.
Are you suggesting we pay less money and buy untested players from the leagues below?
Protestors: we're not happy as the club should be spending much much more. Where are these millions.
Board: We have a responsibility to protect the future of the club and don't want to do a Portsmouth and risk going. Bankrupt. Etc...etc...
I haven't seen any serious realistic suggestions to logically take things forward.
Normally I would want Adkins sacking but that's not worked in the past and its financially harmful to keep paying mamagement when those funds should go on players.

Posted twice elsewhere that for me a good manifesto would be pretty much what Adkins said in his interview.
Maybe with some additions.
Backing Adkins, which I do fully, cannot be unconditional. If that's not a contradiction.
So, at the risk of deteriorating into management cliche some sort of informal Performance Management Review might be an idea.
But at the moment it's hard to be clear on objectives without producing some kind of flowchart.
We go up. Great. Till we actually start playing next season anyway...
Next Christmas would be a good time to assess, but what's the least we could expect?
If we've signed young players they might still be gelling - and it might be becoming apparent that one or two aren't up to it. Consequently we're 8th or 9th.
Should we sack Adkins in those circumstances?
It's a difficult situation.
Hope someone's got good ideas.
