Genuine question, probably without a right answer, but you're talking about "risking wreakage" and things not being "proportionate" - what's a bigger risk, letting communities be torn apart by losing their football teams or letting communities being torn apart by risking further deaths from the virus?
So why the veiled dig about our current situation? Just say the virus will keep you away. Out of interest - are you in the "at risk category" ?
How about this as a drastic measure - any fan KNOWINGLY going into a ground with COVID or is supposed to be isolating as denoted by track and trace rules to face a criminal charge.

I am at risk.
I went to Hallam FC who had pretty good measures in place to allow people to attend the match. I know its on a much smaller scale but still.
I am at risk too and i would like to know that everyone that went in the ground would be acting responsibly - at this moment in time I and many others don't see certain sections of the public being responsible, some of which might be sat near me in the crowd.
Personally I would like draconian rules about who went in - our match day stewards couldn't/wouldn't even stop smoking on the South Stand concourse in full view with clouds of smoke puffing up with no smoking signs plastered everywhere.
In the end - the logistics of letting large crowds (circa 6,7,8K) in and around a ground will make it impossible to "police" properly - it simply isn't going to happen this season for me at all.

If a load of scruffy lefties can turn up en-mass in city centers causing havoc and not social distancing when they feel like it, then surely football fans should be allowed to turn up to back their team in a third full ground in a socially distanced manner.

I am for people having the choice to go or not.
People would also make the choice not to isolate, social distance, and wear masks afterwards so it's a non starter. We are in the dunce corner with America, we don't know how to follow simple instructions for our own good so it's not happening.
If everyone wore a mask, distanced, isolated when they were supposed to and behaved it'd be fine, like it is in Germany - I watched Union Berlin the other night and it was a cracking atmosphere to say there were only a few thousand in.
