Of course there's a possibility that pubs, bars, restaurants may have to close. We're trying to fend off a Pandemic. Although, I'm an old fella & I'll be honest, I couldn't work out whether you were being serious in that post.
It’s quite possible football stadiums with 30k+ visitors could be closed, but pubs with a few hundred maximum capacity are allowed to stay open in the short term.
But if there are 40k pubs in the UK with just 50-100 customers each day, surely it makes more sense to close down the pubs

Who's going to compensate these businesses? Small, independent businesses can't take a hit like that. They will legally still have to pay their employees and all fixed costs will have to be paid. If there is a disporportionate ruling against pubs and restaurants compared to other types of businesses, there could be law suits against the government. No doubt it's a tough call, but on the basis that the fatalities are mainly over 80s with pre-existing medical conditions, even allowing the virus to spread isn't going to kill off enough customers to affect the economy. On the other hand, the fall-out from thousands of businesses going bust, the debts, the lay offs, the personal debts and inevitable suicides, a possible recession and its knock on effects, doesn't seem to be the responsible thing to do.Not my area of expertise. My take on it is ..... the Government will be (correctly in my opinion) relying on probability & mathematical models to check what measures are needed when to balance a wide range of issues across Society & the Economy.
You don't want all small, independent businesses open & thriving. But, all their customers dead.
You don't want every small, independent business going under, never to return. But everyone healthy.

As I've posted before, I don't buy this "kill the over 80s" argument. In Italy, murderers & rapists are escaping from prison and able to walk the streets ... because of the strain placed on society & the economy by CoronaVirus. Italy. Many British people know it well. Go there on holiday. I was there last year watching Dean Henderson let howlers in for England U21. Italy. Got a few more concerns than over 80s dying. But, I take your point that we hope it doesn't get to that. And must take decisions to make sure it doesn't. I'm not a legal expert, but I've little doubt that someone who has lost everything having ploughed years of his life and savings in to a business which the government wipes out with a measure that isn't consistent across the country would have a go at suing for compensation.
What is more likely is that the government has to act to contain the panic from a remarkably lilly livered public, because that in itself could start to affect the economy. As I say, I hope we're not going to see measures that don't really have much chance of doing anything but show that the government is "taking action".

I was there last year too, in Süd Tirrol. Lovely place. It's strange that under the surface they seem to have such problems running a first world country. I think what may be happening there is what I mentioned, that it's the panic rather than the actual deaths or virus that's causing the problem.
