Course it was. You could wander round to stand on the Bramall Lane end if you wanted. As others have said, the Cardiff match in 1971 had a fair crowd around there as the kop was absolutely packed.
Before the South Stand was built, Yorkshire Television used to put a scaffold up - all of about 20 feet high - to hold the cameras. The YTV gear used to be brought in old furniture vans which, before the game, were parked out of the way in side-streets so it wouldn't affect the crowd.
