I don't think they "want" fights to happen but their tactics do seem to have shifted.
They did very little to prevent fighting prior to the Forest play-off game, they seemed more concerned with capturing what they could on their camcorders.

20 years ago the arrival of Leeds for a cup game would see a huge police presence, the helicopter overhead and very heavily guarded police escorts. It does seem to have got a little bit more wild west and dangerous.
Maybe it's not tactics, maybe it's resources. They were extremely lucky things didn't get far, far worse that day.

From bitter experience I’d try not to move your lips when ‘ reading’
