The other thing we seem to be ignoring is the fact that this isn't planned unless we win the bid.

I think getting on with the KOP extension (upto 37000ish) is the one that will give us the best indication of if we need another upgrade. Is work still planned to start in January with the roof coming off?
If Shoreham is upgraded this year then I think we would see our average attendance next season top 28,000 even if we are in the Championship. Mainly due to away fans being given the entire Bramall Lane stand with a couple of teams bringing more fans and also there being more home fans for the big games. I would also suspect that you would get a general increase in numbers anyway i.e. increase in Season ticket sales etc.
If that was the case we would only be 9,000 short of capacity at most matches and at least two-three thousand of those would be in the away section I wouldn't think 6,000 empty seats around the rest of the stadium would make it look empty at all, it would be similar to what it is now.

If Newcastle go up there will only be Leeds (if they don't have a spectacular collapse in the next 5 months) in our division who could fill upper and lower (and even then not if on TV).

I think everyone is over-inflating the amount of away support that is now attending matches. Has anyone actually filled just the bottom tier in the last two seasons (Wednesday haven't) so why would we expect anyone to fill both upper and lower?

As for improving the Kop increasing our own attendance. Why would it? If anything it might reduce the Seaon Ticket numbers as some would think it would be easier to get a seat for the bigger games and not bother with the "crap".
 
I don't agree Grecian, the away fans don't have to fill the entire away end.

Wednesday wanted more tickets but wouldn't stump up for the entire section, Forest could of brought more, Leicester brought a fair few. I think there are enough teams that would of brought more than their allocation this season.

I'd also disagree with you comment on the season ticket sales going down.
I think the prestige associated by fans with having a ST will keep numbers up as well as the now general moderate increase we have seen each season despite the economic climate. To get 28,000 you are only looking at an increase of aprox 1,750 per game which I think would be achieved easily simply by having 37,000 available seats for the bigger matches.

When it comes to property i NEVER doubt McCabe he's up there with the best.
Commercial property values have took a reight hit just now BUT my prediction is a big upturn is just around the corner, McCabe always thinks about the bigger picture so filling BDTBL every week may not be his main concern.
