I agree the official wording of the road map isn’t at fault but rather the public perception and reporting. I have seen many examples of companies treating them as fixed dates in their marketing and people I know personally making fixed plans around them.
I think you’re right in terms of it being vital for businesses to have these dates or at least time frames to work with in terms of opening. I’m just worried at what the public reaction to any shift in dates will be given how people have latched on to that June 21st life as normal date. Whilst hope is a powerful thing and I myself am hoping to do so many things this summer I worry what the effect of those hopes being dashed will be especially given the news today of a few more P1 Brazilian variant case being found and one positive test still remaining unidentified.
