Football League rule:

41.5 Subject to Regulations 41.6, 41.7 and 55, a Player will only be eligible to play in a match organised by The League if the appropriate forms for his registration or the transfer of his registration (including, for the avoidance of doubt, Temporary Loan Transfers) are received (including by facsimile) and found to be in order by The League by 12.00 noon on the day prior to the date of such match.

There's a little more to it than the number of players signed/released though. Since Wilder came in, only 3 players you'd class as first teamers last season have left (Hammond, McEveley and Adams) while the rest were a mix of squad players (Flynn, Campbell-Ryce, Howard), young players who didn't kick on for a variety of reasons (De Girolamo, McFadzean, McGahey), perennially injured (Harris, Cuvelier, Kennedy) or youth players who didn't make the grade (Evans, Hamilton). I'm excluding Baxter as I don't think anyone had a choice in that matter...he's a class A fuckwit.

We have been trying to sell 7 since Wilder rolled in. Instead we’ve paid off a couple. A shocking indictment on the calibre of player we have that we can’t even give them away.

Amen brother...although it's not so much an indictment on the calibre of player as an indictment on our propensity to overpay average players to an eye-watering level.

Also the loan players who went back. Edgar and Baptiste were certainly first team players.
 
My memory isn't so good on this but didn't we sign a player on the same day we played the grunters and he went straight in to starting 11. I'm going to be up all night thinking who it was because I'm pretty sure we did.
It was Lee Martin (on loan from Sun'lan) & he played in BLUE boots - never forgave him for that ;)
