Only in the sense that transfer fees are paid over the life of a contract. In which case, everyone still owes transfer fees until the initial contract expires.

You’re confusing contract amortisation with the cash payments made for transfers.

The transfer fee is amortised over the length of the contract in the accounts of the buyer, however the cash payments are paid per whatever agreement was made between the buyer and seller.
