As I understand it the premier league clubs have to publish their 25 man squad list at the end of August - with only 2 more under 21 players allowed to play until Jan. I would image that there could be a number of players a bit annoyed at being left out of their team's list and wanting to get out and play. Also a number of under 21 players may be available for a 1/2 season long loan at this stage. One prime example is Woodgate see here.
Another interesting side note is that Walker has been playing centre half in their preseason.

Could be wrong but I think they can have an unlimited number of under 21s on top of the 25.

No doubt there'll be plenty of loans flying around towards the end of the month, Sralex was saying on Sky this morning that he won't be making a final decision on his 25 until the last minute. I'm sure I read somewhere that Arsenal and Man City have 40 plus players currently contracted !
 
I stand corrected - it will still be an eye opener to see some of the players who won't be named in the squads at the end of August.

From an article about Man U over on sky sports but here are the rulings:

New rules being introduced to the Premier League dictate teams must select a squad of 25 players, including eight who have been at the club for three years before they turned 21.

The squads must be submitted by 5pm on 1st September and clubs are not permitted to make any changes until the January transfer window
 
To be honest I thought this new rule would make it less likely for Prem teams to let their young players leave on loan, as if they had a load of injuries they could well be left relying on their under-21 players to come in as cover.
Of course the counter-argument to this is that any senior players left out of the 25 could be sent out in order to keep match fit. Time will tell I suppose.
 
I think the latter would help lower clubs, as over 25's would arguably be better and more experienced that the young un's! Could lead to better football at Championship levels if players leave on 2-3 month loans, just to keep playing!

That's the way I see it, the Boatengs and Kilbanes of this world will be shipped out on loan as they'll be saving wages at the same time.
