"The most effective solution would be a more equitable distribution of TV revenue. Within that I would advocate a specific measure in the interests of equality, economic fairness and generally rewarding good stewardship of clubs.

Premier League prize money is allocated based on raw position: so the champions get the biggest chunk, the runners-up get the second biggest chunk, and so on.

I would change that so 50 per cent of the prize money fund (which totalled £668 million last season) is weighted like that, but the other 50 per cent is weighted based on an adjusted measure like points per wage pound.

Last season’s ranking would have had Sheffield United top and therefore receiving the biggest slice of that half of the pie, Burnley second, Wolves third, Liverpool ninth, Manchester City 19th and Manchester United 20th.

That would reward teams which overperform, develop players and generally act sustainably over those clubs that do not, without disadvantaging the likes of Manchester City and Chelsea in a cripplingly unfair way. It’s the closest you could get to a truly equalising measure like the Draft system that exists in American sports and could be replicated in the other divisions."

I like it. The trouble is everything from FFP to Project Bigger Picture is circulated to keep those seated in power from being dethroned. They have the biggest influence and would make it difficult to implement. I do like the idea of equalisers though. The draft system is an excellent example of that. It also makes retaining a title that much more of an achievement because of the handicap.

It would never work wages would be paid in brown envelopes and all transfer fee's would be undisclosed, much in the same way wage caps have never worked and never will work much as we would like them to.

And you’d have schemes to get around it like Wayne Rooney at Derby being given a coaching contract so their wages didn’t count towards playing staff.
