I like how he mentioned getting the best out of players like Cooper, Burrows, Seriki, Chong and others whilst seemingly forgetting he’s worked with these players already for the best part of a season now.
It sounds to me like:
A - CW knows he’s got what he’s got to work with and doesn’t know how to do that
B - We’re putting all our eggs into the Souttar basket, the Hamer money will help make that happen, so we can pay probably over the odds and pray he doesn’t get injured again
C - The owners have allocated money elsewhere instead of transfers to ensure the longevity of the club. They’ve probably looked at the money spent last summer (including Wilders signings) and tightened the purse strings.
Fun season incoming.
I think fundamentally our owners aren’t football people, so they rely on other people to advise, eg Bord, Wilder, Bettis, but equally none of those advisors have the required knowledge to grow a football club.

CW - A manager struggling badly to find precious form but backed long term to deliver, hence feeling significant pressure and in a deeper hole than under the Prince it seems.
