I very much doubt he is....it's pretty daft trying to say who was the first black/white/chinese/serbian* (delete as appropriate) player for England/France/Congo.....as, luckily for the human race, the definitions and complexions are completely blurred.....

Anyone else think that fining Joe Marler £20K for calling a Gipsy Boy, "Gipsy Boy" in the middle of a Rugby match even though he apologised and it was accepted at half-time is pathetic? Its not so costly but it ranks with a government chief whip losing his job and a hell of a lot of money for calling a pleb "pleb" (even though he didn't) for arrant stupidity.....

and another thing - it appears from that wiki article that Romani is now the accepted spellling and because you have spelt it Roman* (I can't bear to write such racist filth) you are probably bringing this website into grievous disrepute my silent friend?

To answer your question Silent, yes I think other Romany players, well at least one other, have/has played for England. Read it in an article recently (for the life of me can't place it exactly) that another Romany had played for England. Soon as I saw it thought Rabi Howell. I'll post again with a name if/when I remember who it was.
