I heard on the radio last week that the EFL propose that the PL give them a £200 million relief fund.
They want every PL club to donate £10 million each.

I’m assuming it’s because the hospitality areas of the stadium come under the same regulations as a bar/pub rather than a sporting arena same as being able to drink a pint in the bar at the lane but not in a box or any area from which you can view the pitch.

Watching the football updates on sky this afternoon and seeing all the empty stadiums, it just seems crazy we can't let some fans in. Even a few thousand would be better than none at all.
