I’ve worked for a government department, and done a near identical job for an outsourcer on behalf of the same department. Either way round, the success or failure of work carried out was very much dependent on the clarity of direction from the core of the department.

As a general observation there are more time serving wasters in the public sector, but there are more bullshitting chancers in the private sector. We’ll probably continue to cycle between which is deemed preferable forevermore.

I understand the United fans were held back for 10 minutes last night, pre-planned. So the question is was that long enough?

Most football matches see both sides' fans leaving at the same time but, increasingly, derby matches and big occasions see fans - normally the away side - held back.

It's one tactic of many, and down to the specific operation.

My alternative analysis

In the days leading up to the game I read somewhere that United fans would remain in the ground for 10 minutes after the final whistle.

There was no announcement to this effect at the game .(that I heard anyway).

Fans who were quick off the mark exited the stadium, and walked through the line of police standing at the opening to Leppings Lane These fans narrowly avoided the missile throwing which commenced moments later.

Fans following on got mixed up in the mayhem developing in the narrow gap between the United coaches and the line of police - the gap in which masses of Wednesday fans and United fans were now merging. Some Wednesday youngsters had to be rescued from the crush and ended up on a United coach.

Police then closed ranks and prevented the United fans exiting onto Leppings Lane - effectively trapping them in the confined space outside the stadium exits and making them a sitting target for Wednesday fans on the other side of the temporary barrier that had been erected to keep fans apart. A small number of fans from both clubs indulged in throwing various missiles but this stopped once the Wednesday fans had dispersed onto Leppings Lane.

Fans who stayed at their seats emerged to find a large crowd of fans penned in, but missed most of the aggravation.

There were several skirmishes on Leppings Lane but in my opinion much of the aggravation would have been avoided had the authorities stuck to the original plan
 
I don't understand why Wednesday fans are not stopped from exiting on Leppings Lane. When the Iron curtains are up at the Lane then we have to walk round the ground, go the long way around and it is a inconvenience. If that's the way it is because of idiots then so be it.

About 8 years ago I worked for the Council for a 3rd party whose contract costs a lot of money. They still had the same amount of staff doing a similar job on the next floor up. In my experience you should only outsource lower positions for example a helpdesk and everything else should be kept in house as you get duplication of roles higher up.

I worked on "a complicated set of sums". The calculation of those sums was outsourced for multi millions of pounds. But, Government Ministers were so worried about reputational damage if the sums were done wrong, that they insisted they be "dual run" - someone else doing them to check they got the same answer. The outsourced Company took about 3 months & £4 million to do the first run. And, my colleague did the second run on his own in a week. Invariably he got the sums right, they got them wrong. And, off we go again, another 3 months, another £4m.

Id guess its because the last time there was serious bother after a match between us at the Sty was the bobby davison night. Ive been to everyone since and apart from the odd nutter trying its been fairly non violent after the match from what ive seen (Different story in town, townships later in the night). They also dont really get much bother on a game by game basis at Hillsborough. Different story at the lane, as there's been plenty of bother on Bramall Lane after matches, which all adds up to greater measures put in place for games like Leeds (even though there was still scrapping up by CCC)/ Millwall / Wednesday where the potential for disorder is higher. The police should have just done what they did last year, kept us in the ground for 10/15 minutes, dispersed the majority of Wendy supporters, given themselves ample time to identify troublemakers and follow them / disperse them /police them and let us out, with trams lined up ready to whisk majority back to town
 
And, while we're on the subject. SY Police could liaise with the Sheffield Council Transport Dept & ensure there are buses & trams on hand to whisk fans away. Except, public transport is privatised. Why would Stagecoach, a company looking to make a profit & pay a big fat cat dividend to shareholders, spend money, putting extra trams on, when it is very difficult to collect fares & revenue from tram users on those services? That would be financial suicide. It makes far better commercial sense to keep all those teams in the sheds so they don't get damaged and cost the shareholders a dividend dip.

Have to agree with you on that one, I think the land could be used much more effectively, more in tune with the core business of football/sport/entertainment.

Very interesting and whenever I’m in Glasgow I always make a point in having a pint of Tennants usually in the roughest pub I can find just to make it authentic.

Nowt to do with kick-off times - if you want to get pissed before a game, you will. The coppers prefer night-time kick-offs as they probably get double overtime. As I've said elsewhere, letting both sets of fans out together was a deliberate act to provoke violence and therefore justify their attendance.

While lawyers get fat on the never-ending inquest into 1989 (and Duckinfield will probably be hung out to dry), it could easily happen again. 'Lessons have been learned' my arse.

I came out of Elland Road yesterday straight on to one of four double decker buses parked with our coaches.

These buses took us straight into the city centre with a police escort and no unsavoury incidents en route, and all for free.

I thought about this when my mind was running back over yesterday as I woke up this morning.

I found these buses thanks to a helpful steward who pointed me in the right direction and I thought to myself, bloody well played LUFC and West Yorks Police.

It wasn't like Leeds away at all, couple with hassle free beers in the Drysalters pre match it was by far the best away day I have ever experienced at Elland Road
 
There was a distinct lack of riot gear but there were lots of police around in a fairly low key way. I had the most thorough body search I've ever had, but apart from that the stewarding seemed ok to me.

I think the wide open spaces around Elland Road make it easier for fans to disperse afterwards, and like last year, i saw no sign of trouble after the game. Having said that it's often a case of being in the wrong place at the wrong time.
 
Apart from missing the first 5-10 of the match due to all the away fans having to go through 4/5 turnstiles and overzealous searches and sniffer dogs (someone still managed to have a smoke bomb so they can't work that well), I thought the policing was good. Got one of the free buses back to the station, the three coppers on it were polite and joking with fans, and as a bonus you got to see all the sour faced Leeds fans walking back.
 
Just shows what low profile policing along with competent organisation can achieve. Buses to ferry fans back to the railway station.In years gone by there were football special buses in Fitzalan Square that took you to the Sty. If Pigs hadn't been allowed out into Leppings Lane buses and coaches could have been available for away fans but thats in the too difficult box.
 
Just received my council tax bill for 2019 to 2020.
Syp contribution up 14.1%. That's 13% more than any other element.

The Premier League is a huge global product. The authorities in Sheffield will be bricking it that the city and all other agencies come across in a positive light.
 



The police match commander, Ch Supt Shaun Morley, issued a statement on the night of the match saying that six people had been arrested after “some minor disorder” and thanking his officers “for their efforts professionalism and effectiveness in keeping the public safe”.

We are the public, didn't sound like any Blades felt safe.
