I was recruited into Public Service in 1981. I was a mathematician, an analyst, with specialist academic skills. They wanted people with my specialist skills to do specific things. I was a doer. By the time we binned each other off in 2010, nearly all the doing was outsourced. I was specifying, letting & managing contracts for third party companies to do the specialist stuff I'd been recruited to do. I was a great doer. But a shit contract manager. We parted on those terms. As per usual, a Government Minister was wheeled into Parliament to give the standard "rejoice, we've managed to cut another 200 of the blood sucking leeches from the Civil Service" statement.
I'm not making an argument for or against outsourcing. But, you need people who are outsourcing specialists - not mathematicians like I was. The taxpayer was getting incredibly poor value from me.
I’ve worked for a government department, and done a near identical job for an outsourcer on behalf of the same department. Either way round, the success or failure of work carried out was very much dependent on the clarity of direction from the core of the department.
As a general observation there are more time serving wasters in the public sector, but there are more bullshitting chancers in the private sector. We’ll probably continue to cycle between which is deemed preferable forevermore.
