Ambition has different guises. Ambition has become shorthand for spending money, lots of money, on players, both fees and wages, that you hope are better than you've already got.
Ambition has become shorthand for using personal (ie not bank or financial institution money and loans) money, owner money, accounted as debt, to spend on players.
Ambition can also be running the club well, with expenditure and income roughly in balance, not spending beyond your means, having financial reserves for a rainy day. Ambition can be promoting your Academy prospects to the first team. Ambition can be using the best data and information to recruit players who are excellent value for money.
I'm not going to measure Ambition purely in pounds and pence and debt.
