Morgan has had mediocre results with the U21's so that suggests they "play with very little style". Weir had far worse results that Morgan has had with the U-21's so that suggests his teams play with even less style.
Ergo Morgan must be a better manager than Weir even on your criteria.

Playing a load of games as a tough no-nonsense centre-half at Barnsley and Sheffield United, with two seasons in the Premier League, is about as impressive as doing the same at Chesterfield, Millwall and Watford. Which is what Sean Dyche did - without the seasons in the top division that is. And with more seasons in the lower leagues. I imagine you wouldn't have been at all happy had you been a Watford fan when he was appointed.
