Decision making authority and associated thresholds should be crystal clear in the agreement - if not, it tends to leads to situations like the one being reported, the result being paralysis of operations - not great when the squad remains depleted <1 week from the start of the season.

That's what I said?Nope, any 'Interim Business Conduct Restrictions' would cover the period from the point of deal agreement/signing through to when the deal closes. The EFL approval remains outstanding (as far as we hear) and, I would assume, is a CP to the deal.
Decision making authority on transfers, sponsors, as well as working capital should all have been addressed in the agreement.
