FFP is much more generous in the PL compared to the strict FFP rules in the EFL.

In the PL clubs are would be allowed to splash the cash without being totally crazy.
Think PL are allowed each season to spend 70% of their total revenue on transfers and player salaries.

Also there's a rule that Chelsea are taking advantage of dishing out 10 years contracts in order to stay within FFP.
For example If we paid 50 million for a player and gave him a 5 year contract, then that's only classed as spending £10 million a season for 5 years.
