There can be little doubt now that Clough gets the jobs he does simply due to his name. No way would a club like Forest even think about approaching a manager with his record if it wasn't.
Clough probably got the Burton job originally due to his name, but that's understandable as they were a small irrelevant club nobody had ever heard of before he took over. Derby was due to his dad's history and having Burton well clear at the top of the Conference at the time. Here was nothing to do with his name, we were terrible, he hadn't done a bad job at Derby and was probably about the best out of work manager we could get at this level at the time. Burton he had his obvious past history there and to most outsiders his time here was seen as a success. Forest are a shambles right now, it's a bit of a stunt to try and appease the fans by giving them Brian's son in charge, but it's not like Nigel doesn't have his own history at Forest and his managerial record probably merits a bottom-end Championship job.
If, after Forest, he keeps getting jobs with clubs he has no history with despite a solid record of failure (like Bryan Robson did) then it might be a fair argument, but it's not like Forest's list of recent managers reads like a who's-who of brilliant managers, it's more like a who? why? and people who used to play for them.
