"Each EFL Club shall play its full available strength in and during all Matches. The League will from time to time issue a policy as to what constitutes 'full available strength'. Any Club failing to meet this requirement will be required to pay a fine of up to £5,000"

£5,000 fine for failing to play a "full strength" squad "during all Matches" (doesn't that mean you can't make any substitutions?) where full strength is defined as "five ‘first-team’ players – five who played in the team’s last league match, five who will play in the next league game or the club’s five highest appearance-makers this season.".
For the five grand fine, we could just play the under-23s and we'll have a whip-round at the FA Cup game against Orient. It'll only be about a quid each.
