Thats the point I was attempting to make, why announce if it's not a done deal? Ala the Pigs over the last few years.

I think because Scarborough are a PLC, they have to announce any major changes like this to the stock exchange.

I think it's a legal requirement (although others can probably explain this better). Basically they have to announce any major changes and whilst this is still seemingly only an invitation, it looks like it could be a major change to the company...

That's the way that I understood it anyway.
