This isn't right. Arsenal's promotion, which basically came about as a result of bribery and coercion by Henry Norris, is in fact the only such election in English football. Promotion pre 1899 was done by "test matches" but not elections.

One of the factors behind promotion coming in was the widespread belief that one of the 1898 playoff games (Stoke Burnley) was rigged.

Scotland was done by election prior to WW1, often controversially.
