Im referring to whats called a soft penalty

Slight contact in a tackle or just being physical.

Take your point though on the not givens .

Well I think that's mainly a factor of now having more than one eye on an incident in the box, and seeing more things being pulled up for what should be a foul anywhere. "Slight contact in a tackle" should usually be a foul. "Just being physical" should usually be a foul. Apart from a shoulder charge and incidental contact following a clean tackle that has won the ball, football is technically not a contact sport.

It's a difficult one with how grey they make the Laws of the Game as under cautions (yellow card) the referee has a few considerations as shown below.....

  • Unsporting behaviour - Easily classed as not a sporting gesture to pull a defender or attackers shirt
  • Persistent offences - Could easily fall under it, if the referee is pinging every shirt pull
  • Denies the opposing team a goal or an obvious goal-scoring opportunity and the referee awards a penalty kick - DOGSO within the penalty area
  • Commits any other offence which interferes with or stops a promising attack
To be fair there should be more cautions (yellow cards) than are given because the initial free kick within the penalty area for a penalty kick isn't given. You could argue every pull on a shirt by a defender on an attacker within the goal area from a corner should result in a penalty and yellow card as it is denying the obvious goal-scoring opportunity. Would need to be down to 6 players for the match to be abandoned but still wouldn't put it past most of this lot.

There was another post that suggested 6 players allowed within the goal area, I personally think that could be a good idea in the sense you have, the corner taker, GK for defence plus 2 defenders and 2 attackers with the rest of the players in an offside position if they are within the penalty area when the ball is played in. As soon as the ball is played they are active and into play or something along those lines. It would be a lot easier to referee
