The assessment is done over the last three years. That’s why SWFC have come unstuck after 2 years of spending. Leeds and Forest got another season or two at it.

Isn’t it rolling though? I’m sure forest have been under a transfer embargo fairly recently (though maybe not last three years)??

The FFP rules feel like they are basically shit or bust now - if you go big on fees and in particular wages it’s essentially a 1 / 2 transfer windows and hope you go up within a season. Kind of like the nfl now with a window of opportunity to maximise driven bu free agency and rookie players contracts against a salary cap.
