If the league stayed like this

And Sheffield United, Coventry and Notts County went down out of the 4. All 3 have played in the top tier of English football in the last 20 years and 2 have played in the Premier League. As far as i can see only Portsmouth in League 2 currently have played in the premier league or old Division one. I am not including AFC Wimbledon a they were reformed. How tragic would that be and it just shows what has become of the english game now.
 
how can all 3 have played in the top flight but only 2 in the prem if the prem is over 20 years old?
 
oxford and luton ( now a skrill team) both been in top division ( and both won the league cup around the time Wednesday did , shows the quality of it then )and bradford but theyve escaped league 2, and us older ones remember playing Northampton in the top division
