Under the current approved Kop plans, those parcels of land were to be separated off the Kop development with residential properties built on them. They do not, from the planning, look like they affect any of the Kop land. While obviously owning them would be better in the long run, ownership of them shouldn’t be a prerequisite for developing the stand.
Previous club statement on this issue:
...(ii) the Club will need to postpone plans to remove the support poles which currently obstruct views in the Kop. If the Scarborough Group follows through on threats not to sell the Kop Sites and instead develops the Kop Sites, access to the Kop may also be restricted. The Scarborough Companies have signalled an intention to build high density apartments in the areas behind the Kop and the John Street stand. The Club intends to object to any development which interferes with our fans' access to the stadium.

Club Statement
In response to public statements being circulated by the Scarborough Group, Sheffield United Football Club regrets that it must update the statement it released on 20th January 2020 regarding the in principle agreement previously reached between the Club and the Scarborough Group over the transfer twww.sufc.co.uk
I know that’s what they’ve said, I just don’t think that really tallies with what the original plans were. Of course if we’re wanting to change those plans so that we don’t for example have to move the turnstiles up the road (which is in the plans) then that’s a completely different issue. But on the face of it, this shouldn’t affect the plans – though is an easy way to externally use it as a rallying call to get the lands sold.
It could be part of the propaganda war. It's commonplace to see bad congestion pre match on the John Street and Shoreham street Kop entrances, so I'd be worried about any negative effect on entrance or egress to the Kop. The club have already had some push back over this in previous seasons. Whether it would effect what could or couldn't be built there I've no idea.
Doesn’t Leeds City Council own Elland Road and the Thorp Arch training ground? I’m sure the council bailed them out when they almost went bust thanks to the overspending of Risdale and co which may also explain the lack of stadium investment. With the exception of the main stand Elland Road is starting to look very dated and shabby

I know nothing, obviously!No idea, only going by what the Prince said when he bought the club (if we stopped up this season he would use club funds to buy the ground, but if we got relegated he would have to finance the purchase of the assets another way). I take it you know differently then??
