Why are Celtic apparently fannying around with a pre-contract agreement? Surely that's penny pinching rather than blowing us out of the water with an offer?

No, I say budget, like the man in charge of football operations has one and knows what it extends to. What if getting GMS for cheaper than the apparent valuation in the press makes the budget stretch further to more than the one good signing you would be happy with?
You say he'll bid as little as he thinks he can get away with, get away with what? The fans not getting on his back for inactivity? It's not his money, ok don't go in at the full asking price but don't piss the other team with a derisory offerer that's going to make them think "sod them tight Yorkshire gits, aye"
Get away with paying and securing a transfer. Surely the first rule in any negotiation from a buyers perspective is to start low?
