I note that the article attached says that Crawley Town have not produced any players who have made it to the first team and therefore have taken the decision not to continue funding their Academy.
EPPP was developed by the Football Association, Premier League and Football League. It was not introduced for the benefit of the PL but for the future benefit of young players. One of the outcomes has been a compensation formula that will reward clubs that train and develop players who make the grade at the professional level, not just at the time they move clubs but as they make performances at each level of the professional game. EPPP gives coaches increased contact time with players in the expectation our clubs will produce more and better young players, particularly those who will be eligible to represent England. Clubs continue to receive funding for youth development.
Various criteria that apply to Academies are designed to give young players every chance to be as good as they can be. It must be in clubs' interest to develop young players rather than consistently rely on the transfer market to source players.
EPPP will take time to produce the results that will determine whether it is a success. It is too early to say it is not the right approach and that it is the reason some clubs have decided to cut back on youth development. EPPP is monitored closely by the FA's Professional Game Board. It may be worth noting that some Football Conference clubs such as Luton Town and Grimsby Town have continued to run their youth programmes even though central funding support ceases two years after relegation from the FL. Both have had success in bringing players through to their own teams as well as selling some to PL and FL clubs.

My point was that there does not seem to be an incentive for clubs below the Prem to operate academies if there is no financial gain from it.
The Compensation Scheme is as follows;

I think that these are payments made as each milestone is reached so a current academy kid if he went before 16 would get initial compensation of £25k per year trained and a further £1.3Mil if he then played for a prem team for over 100 games.

- Compensation is due in respect of any Academy Player who is in any age group between Under 9 and Under 16 at the time when he first registered with the applicant club.
- Compensation is based on an initial fee payable to the most recent training club and, if the player is in the Under 12 age groups or older, contingent compensation is payable to all the clubs who trained the Academy Player from the age group Under 12 and above.
- Fees are based on an annual fixed fee multiplied by the number of years training.
