Under most embargoes the EFL allows clubs to sign players under certain conditions. I remember this from when a club under an embargo was allowed to sign a couple of loans. It may have been Birmingham.

Yes, I think it's five players on no more than 10k a week.There are squad size restrictions, but I can't remember that part.

I think it might have been Bolton when we won the 1st Division, i think they were supposed to operate on a 1 out 1 in, but that seemed to go out the window when they signed Alf.

Sky reporter stood outside Southamptons training ground confirming they’ve signed no one.
She confirmed that they were very keen to sign Che Adams but Birmingham refused to sell explaining that because they are under an embargo they wouldn’t be allowed to spend any of the transfer fee to replace him.

She also confirmed that Charlie Adam was due to leave but due to them failing to sign Che Adams they couldn’t allow Charlie Adam to leave, so he’s staying.
