Adams - Very strange quote regarding our recruitment policy
“I haven’t been told that I can’t bring anyone else in,” Adams said. “Nobody has come to me and told me that’s not an option. “So it might be something that I consider.”

Shouldn't Adams know exactly how much money he has left to spend on wages for a loan player? How could he recruit players in the last transfer window without knowing this vital information? Surely Birch should say to him this is the wage bill now, this is the maximum wage bill, now find the best players you can to work within that budget.
If he's fully aware of the big picture, he could say to himself "I'll not bother with Bent and Doyle, I'll just get Michael Brown instead" (for example). Adams seems to be saying that he just blindly brings in a player here, another one there all the while hoping that somebody on the board won't suddenly stop him while completing the deal and say "Sorry, you've run out of money".
Surely this can't be the case but if not, what the hell is Adams talking about?! I'm sure someone can put a positive spin on this but I'm struggling to see it myself.
