who decides when the rearranged games are?

rochdale away has been crammed into to February which means we are now playing Saturday, Tuesday all month. I therefore wondered if both teams agree between them or does the home team get to decide providing neither club has a game arranged?

They agree a mutual date. If they cannot agree Football League decide.
