You have to register 25 - you can't leave blank spots for potential free agents

Its 25 players of which 8 must be homegrown (registered with English or Welsh FA for at least 3 seasons before turning 21). Under 21s are exempt except for any loan players who are under 21.

I think most of us understand the rules on homegrown and U21 players.
I was wondering if you could leave players out of the squad. Ukaki and Zatts for example, yes they’re our players, but if we don’t register them in the 25 squad then they’d only be available for the development squad. Is this allowed? I’m sure big teams with bloated squads do this. Could be wrong of course, but I can’t see anything wrong with this… apart from it being a bit shitty on the player of course!
 
No, you do not have to put a senior contracted player over 21 in your 25-man squad list just because there is an open space left over at the end of the window. [1, 2]

Squad List Rules
    • Maximum Limit: The 25-man squad rule sets a ceiling, meaning you can name up to 25 senior players aged 21 or over, but you do not have to fill every spot. [1, 2]
    • Leaving Spaces Open: Leaving a spot or multiple spots empty means you simply have a smaller registered group. You are allowed to leave slots vacant. [1]
    • Consequences: If a senior player over 21 is left off the final submitted squad list after the window closes, they cannot play in standard league matches until the next registration window opens, even if open spaces remain on the official max list. [1, 2]

If a player is deliberately left out then they cannot be transferred or play for anyone else (although can be transferred still to a foreign club whose transfer window is still open). The issue is if they didn't name them in the squad and then the transfer fell through and/or the free agent doesn't the sign, the player is effectively frozen out. They can play for u21s as an over age player

Well for me then they should’ve been left out and we should’ve been more pragmatic in the loan and free market.
If targets didn’t come to fruition and we were in the absolute mire then we have U21 players that can do a better job then the two aforementioned players.

Greece would be my choice.
 
Whoever it is is likely to need a month to get up to speed anyway. I'm actually really not excited who this is, but that's probably because this season is destined for nothing regardless. Our only chance of excitement is a relegation battle.
