You can buy flares today that aren't distress flares - they are designed specifically for sports events, and don't hurt anyone. I've been to loads of matches in Europe over the past few years, seen loads of flares go off, but never seen anyone hurt or even annoyed by them They are pretty much the norm across Europe and tolerated by the authorities in many nations.

Even got a seat on a gangway so I can set it off, are you absolutely sure I can’t take it in?
