If a player is tackled outside the box and the tackle (contact) continues inside the box it's a penalty.

The laws only state that for holding though:

"If a defender starts holding an attacker outside the penalty area and continues holding inside the penalty area, the referee must award a penalty kick."

Well in terms of the Giro comment if they are so affluent in Bournemouth maybe they could build a bigger stadium to hold more than our less affluent neighbours in league 1.

There was an argument about this rule a few years back after a game between Man City and Barca. City centre back fouled Messi for a penalty when the contact began outside the box.
