It's possible but highly unlikely in my opinion. You don't get permission to speak to a contracted player without first getting a bid accepted.

But is that the correct order of proceedings? Or is it down to how the clubs wish to negotiate?

It could well go along the lines of

SUFC.. we want Maupay
BFC... he will cost you £20m
SUFC... ok (while thinking that we will pay one third of that in installments)
BFC... ok you can talk to him/agent
AGENT... ME and NM want X amount
SUFC... ok no probs
.
.
.
SUFC.. we are going to submit x amount and the rest in installments
BFC... Don't think so pal, we want more up front
SUFC... Hmm, we'll get back to you on that.
