Logic & technology not my strongpoints although I reckon it would be obselete on such occasions as even I could (try to) knock the ball in the opposite (< 8yards) side !?!?
Spot on ,they are trying to attract the younger generation to the game ,whats the main thing kids do when playing football ,they celebrate scoring by all kinds of inventive silly means. Its called enjoyment. These thick old cunts who have probably never played football ,or indeed had any enjoyment in life wouldn't understand that.It winds me up no end when fans moan that players are celebrating in front of them. Fans abuse players throughout the game, and if they get some back they turn into the most delicate of flowers. Personally I think the players should be able to celebrate where they like as long as they stay on the pitch and if the fans have been giving them some stick, they should be able to give some back.
On those new rules, I'm going to wait to see if the goalkeeper rules for penalties will be enforced for all. Odds on it's one of the smaller sites who will be punished for it first, and then it'll die out over the season due to it not being implemented by referees. Given VAR is coming in, it should be an easy one, but they'll bottle it.

I think the keepers just do it to put the players off, or they believe that an extra inch (of the post/bar moving) is likely to aid them as unless the ref has blown, you have to wait for them to get back to the center. The problem with rule 4 is that, like now, refs bottle enforcing the rule. How many times do we see keepers clearly off the line ( i.e. both feet off the line)when a penalty is struck and then not penalised if they save it ( or the penalty is missed) ?I don't think they're all that positive, seems to be sanitising the game too much

Rule 2 - Freekick Walls: Negative.
Rule 3 - Drop Balls: Negative
Rule 4 - GK Pens: On the Fence. Is it a problem?
Rule 5 - Goal Kicks: Positive (Potentially)
Rule 6 - Accidental Handballs: Positive
Rule 7 - Celebrations: Negative. Load of Nonsense

I guess if you do "any contact between hand/arm and ball = foul" then you'll get teams deliberately trying to flick the ball into defenders' hands in the box. I like this change, it removes a handful of controversial goals scored without leading to a million penalties for accidental handball.
Sorry if you're being tongue in cheek and this is a whoosh moment, but that's exactly the kind of situation fans will want to see surely? You'll end up with the better teams having their CBs come right into the six yard box to get a short pass from the GK and play from there. Bear in mind the defending team will still need to start outside the penalty area until the ball is kicked.
In theory it should lead to more space for the team in possession, and also the potential for more turnovers high up the pitch which will lead to more chances. Plus, it'll stop the sneaky time-wasting trick teams have started doing of deliberately touching a pass from the GK inside their own box, thus leading to a re-taken goal kick.
With the "goalkeepers can't move" one - I wonder if the author has misinterpreted this or not been completely clear. It says that the law is intended to address gamesmanship; I understood it to be that the keeper can't dance around on the line trying to put the taker off (same reason you can no long whack the crossbar to make it shake as a lot of keepers do). The actual IFAB changes say:

ChangesSurely that just means you have to "be in position" as a keeper (so not dancing around from post to post) with the leeway of being able to take a step in anticipation as the kick is about to be taken (so basically what happens now), not that you must stand exactly in the middle of the posts and remain completely stationary through the whole thing.
- The team’s penalty taker can have (quick) treatment/assessment and then take the kick
- The goalkeeper must not be touching the goalposts/crossbar/nets; they must not be moving
- The goalkeeper must have at least part of one foot on/in line with the goal line when the kick is taken; cannot stand behind the line
- Explanation
- It is unfair if the kicker needs assessment/treatment and then has to leave the field and cannot take the penalty kick.
- The referee must not signal for the penalty kick to be taken if the goalkeeper is touching the goalposts, crossbar or net, or if they are moving e.g. the goalkeeper has kicked/shaken them
- Goalkeepers are not permitted to stand in front of or behind the line. Allowing the goalkeeper to have only one foot touching the goal line (or, if jumping, in line with the goal line) when the penalty kick is taken is a more practical approach as it is easier to identify if both feet are not on the line. As the kicker can ‘stutter’ in the run, it is reasonable that the goalkeeper can take one step in anticipation of the kick.

Might also have a positive on our defending as we can press even higherThe goal kicks one seems like a big departure. Might have a negative impact on our attacking though as it means the other team can counter attack more quickly.
The keeper can move - see my post 12 above. In fact, the new rule is slightly better for the keeper as he can move one foot forward - he only has to have one foot on or in line with the line.
Think everyone needs to read the penalty thing again.
They must not be moving has nothing to do with the goalkeeper, they're saying the posts/crossbar must not be moving. The referee can't blow to allow the penalty to begin until they're still.
No mention whatsoever of the keepers not being allowed to move.

The opposition have been denied an opportunity to score a goal. During that lost opportunity the goalkeeper would very much be able to move and he might very well have been able to deny the opportunity. The opponent might have been going away from goal, been at a tight angle or faced with another three players to get past.
On a penalty, the opposing player, 100% a specialist in scoring goals, is entitled to a free shot unimpeded from 12 yards in the centre of the goal against a keeper already restricted to his line. The entitlement to a free shot with a stationary ball, with no opponents around or in front of him, from the centre of the goal is sufficient handicap to the keeper and his team especially in these days of athletes who can kick the light ball used nowadays at a speed far faster than any keeper can react.
So now a keeper can't move? Just award the goal, you may as well. In fact just outlaw keepers entirely. Inconvenient contrary bastards stopping goals, how dare they.
