Sorry Danny04 , I support you and the Star when I think you're right, but this is nonsense. There is no difference between single and double quotes, it is simply a style choice. The US has traditionally used double quotes and because of computers/MS Word/the internet, it is now pretty pervasive. Suggesting that it indicates different context and that people will understand that nuance is wrong.
I too have to agree with you.
Based on your intended audience, Danny04, it is headline grabbing, deceiving and very frustrating for the readers.

The first answer on your link is the most enlightening: ‘This is simply a question of style.’
That means that some people use double quotes and some people use single quotes. It doesn't mean you can invent odd rules about what different quotes mean and then use it to justify writing something confusing or misleading.
